释义 | rules-based policy A policy which operates according to published or recognized rules. This may extend to rules about how the policy will change if circumstances alter. This is contrasted with discretionary policy, where the authorities are expected to use their discretion about what changes should be made in policy instruments. The argument for rules-based policy is that it makes it easier for other economic agents to predict how the policy-makers are going to behave. If there are no known rules, then other agents have to guess what the policy-makers are going to do, and if they guess wrong the effect may be to destabilize the economy. The argument against rules-based policy is that changes may occur in the technical, political, or financial environment which were not imagined when the rules were devised. Such changes may make it undesirable to apply the existing rules unchanged, and may sometimes make it impossible. |
