Benefits which are available only to claimants whose income or assets fall below some limit. These are contrasted with universal benefit, which are available to everybody in particular categories, for example based on age, regardless of income or assets. The argument for means-tested benefits is that the cost of providing universal benefits is very high, so that they have to be kept small. With means-testing, expenditure can be targeted to those in most need, and the level of benefits can be much larger. The argument against means testing is that means tests are expensive to administer, and intrusive. There is some fear that means-testing concentrates benefits on the articulate and unscrupulous rather than those in most need, who may well be inarticulate and nervous, and fail to receive benefits to which they were really entitled. There is also resentment among those who have built up assets by hard work and savings when they are later treated less generously than those who have not worked or saved.
