Property development is inherently risky: this is partly because of the liability of the property market to large price changes, and partly because of uncertainty about obtaining planning approval for changes of use and new building. Large variations in property prices occur because the total stock of property can change only slowly; the planning process is a special cause of delay and uncertainty. |
