Not getting the best possible results from the use of resources. This is costly to the economy, as it means either getting lower outputs than would have been possible, or using more resources than necessary to get any given results. X-inefficiency, or organizational slack, means that enterprises are producing the right outputs, but are using an unnecessary level of inputs. Allocative inefficiency means that while cost-effective methods are in use within enterprises, resources are being used to produce the wrong combinations of goods and services: different goods and services do not contribute to welfare in proportion to their opportunity costs. Many actual organizations suffer from both X- and allocative inefficiency. Wherever there are external economy and diseconomies there may be actions that appear privately efficient but are socially inefficient, and actions that appear privately inefficient but are socially efficient.
