| 释义 | balanced budget amendment A proposal to compel the US government to balance its budget by a consitutional amendment forbidding further government borrowing. Such an amendment is unlikely actually to be adopted. Even economists and politicians who believe that deficits are in general undesirable wish to retain discretion to allow them, in emergencies, to deal with a slump in activity or a political crisis requiring increased military spending. They point out that short-run fluctuations in the budget position cannot be avoided because of the dependence of revenue on fluctuations in the level of activity. There is also too much scope for creative accounting or the creation of off-budget but government-controlled special funds for a balanced budget to be legally enforceable. |
